Admin Script Editor (Powershell) won't open

I'm running Windows 7 (32-bit) and recently downloaded/installed "Admin Script Editor" so I can try to create a GUI for PowerShell scripts.

However after installing I'm unable to open it.

Anyone used this program or know why based off these details it won't launch?

 adminscripteditor has stopped working
I ran tasklist and this dll file is open with these programs just fine:
