Microsft Security Compliance Manager how to edit and cusomise baselines?

Hi all,

I am trying to get to grips with the Microsoft Security Compliance Manager.  My understanding is it’s a tool used primarily creating theoretical Group Polices proposals and sharing them easily with your colleagues.  

I want to create some custom baselines and then get approval from our security officer however I can’t for the life of me figure out how to edit baselines.  For example I can’t right click on the "Account lockout duration" and amend any of the time thresholds.  Any idea how create customised policy ready to supply to my colleagues for review?

Unfortuately I do not have any headphones with me today so I cant watch any of the video training material.

Ok I think I need to output the files and edit them using the "Configuration manager Console" any idea where I can download this and any pre-requisites?  

I am using Win7 btw
