Active Sync Issue, Exchange 2003 sp2, Windows Server 2000 sp4

We have Exchange 2003 sp2 running on Windows Server 2000 sp4.  We would like to begin using iPhones and Active Sync.

We have run into issues getting Active Sync to work.  We have reviewed the main MS articles KB817379, KB 330463, KB883380, KB 886346 as well as numerous other articles.

The server did have MS IIS Urlscan tool, I uninstalled it as its known to cause issues.

We also have been using OWA with SSL, but have never had forms based authentication turned on.  I followed KB817379 and created an exchange-oma virtual folder, and edited the registrty to add ExchangeVDir and point to it.  I also read in a post a user said IIS on Win2000 does not see or use the ExchangeVDir registry setting.  If someone can confirm this, then what is the correct procedure for IIS5?

I have checked all the permissions on the various virtual folders and all are correct.  On the folder sync is where it fails with " Exchange ActiveSync returned an HTTP 500 response".  This makes me wonder if it not looking at the new virtual folder.

Using MS Exchange Server Connectivity tool, here is the result (I edited out the IP's and server names):
