Emails being delayed or not arriving at all

I have a client who is not being delivered to a distribution group. This was working fine last week, it has been sporadic with roughly 5 hour delays or not being received at all. This client is in a hosted environment as far as emails.

They also use Outlook web access as well.

you mean the a user is not able to send emails to a DL ?
