Cannot open SSCM in sql2008 express

Hi,
WEhen I try to open SSCM in sql2008 express edition, it prompt me with error below. Just because of this I cannot set sql server to accept remote connection, anyone know about this problem fixes?

How do I check if port 1433 is open ? of coz sql services is started and running fine, I also can access db via ssms with localhost connection. The error above only prompty me when I access SSCM or SS Surface configuration manager.
