Opening russian pdf files

I have a PC which has UK and Russian fonts installed. The user receives pdf documents which have russian titles. When he tries to open them he get the error "there was an error opening this document. The filename,  directory name or volume label syntax is incorrect".
These are sent as Email attachments and if he does a "Save As" he can rename and open.
He receives many documents each day so this is a pain.
Any ideas why they cannot be opened directly.
