Exchange 2003 and Mail Relay Control

Exchange Server 2003 is configured As SMTP mail relay for some IP Addresses, but I want to control specific email addresses to be allowed from those  IP addresses to  avoid internal email spoofing . Therefore is there away to mange that or monitor it.
