Just to cover off everything I’ve tried to resolve the issue so far...
I have disabled all add-ins within Outlook to eliminate add-ins as a cause.
I've had the user use outlook in safemode for to no avail.
I have repaired the office 2010 installation to no avail.
I have uninstalled and installed Office 2010 again to no avail.
Windows is completely up-to-date.
I have recreated the users mail profile to no avail.
I have deleted the users profile to no avail.

Ah I never even thought it might be their profile - good catch.

It wasn't their profile, it was the actual mailbox on the Exchange server.
Glad you found it - I was referring to their "mail profile" - when you blow away a mailbox, you effectively recreate the mail profile from scratch.
I'd try starting it in safe mode - outlook.exe /safe
If this allows it to run, you can then go through and check any add-ins and disable them all.
Turning them on one at a time may then point to the problematic one which can be unistalled/reinstalled.
