shell script to monitor the log file

i have a log file with the following lines
Wed Jul 13 12:44:43 EDT 2011
Wed Jul 13 12:45:35 EDT 2011
Wed Jul 13 12:47:34 EDT 2011

I need to make sure that the log file moved every minute. Like in the above case it missed at 12:46.

How can i do this in a shell script and send me a alert with the missed time information.

it is continuously moving file. I need to check every 20 mins.
