Issue moving mailboxes from SBS2003 Exchange to 2010 Exchange

I know there is a similar article to what I am asking, but the resolution did not work.  I have checked the permissions and the user I am using (the domain admin account) has full rights to both Exchange stores and mailboxes.  I get the below error message when I attempt to move a mailbox:

I have seen the same error, after a mailbox move was cancelled during the first move. Solution was to restart the Exchange services on the exchange 2003 server.

Abou the permissions, if you have more than one domain controller, it could be that the changes didn't replicated to the other domain controller so exchange was looking to the old setting. Wait for replication has finished or force replication manual and try again.

The issue was actually with the Mailstore and the storage group on the SBS 2k3 box, I had to check "Allow inheritable permissions from the parent to this object and all child objects..."  Then I rebooted the Exchange 2010 server and that seems to have done the trick.
