Email Signature is pushed to the bottom of company disclaimer.

User called to report this with their signature and I found that the user was creating their signature using underlines as their top line and this pushes the signature to the bottom of the email.  Is their a way to keep the line above the user's signature without this happenning?

This is an exchange with office 2007 environment.

Remove the underlines for the first line. Re-test and let me know.
Also, remove any other strange symbols, e.g. hash tags etc.
