Can't install Trend Micro OfficeScan Client Install, IE9, ActiveX

Logged in as Domain Admin, I am trying to install Trend Micro OfficeScan on a Windows Server 2008 Std x64 running IE9 using the Client Install. I am able to do this process on xp, vista, 2003 but this is the first time on 2008.

I get the following error when i go to the client installer link:

Message from webpage
Can not load ActiveX control successfully. Please reopen this page and accept to install the control.

After i click ok on the prompt the "Install Now" button becomes inactive or greyed out.

I do not see any prompt to allow ActiveX.

I am sure I need to change something relating to ActiveX under the Security tab in Internet Options but not sure what.

go to IE Tools, Internet Options, Security, Custom Level.
Enable "Run ActiveX controls and plugins" and also enable "Script ActiveX controls marked safe for scripting".

Do you mean Web Install or Client Install?

@serverman2008: These are both already enabled under Internet zone, Local intranet, and trusted. I even temporally enabled them under Restricted sites with no avail. I am having similar issue on a Windows 7 laptop --I keep getting Web browser-based client installation - Client installation was unsucessful.

With the Windows 7 Laptop I tried to do a remote Client Install over the network and I get the following error:

Check the knows issues list for officesan 10.5, below are few related to Windows 2008 and Windows 7

11. To perform client Web installation on computers with a 64-bit processor architecture, you must use the 32-bit version of Internet Explorer. The 64-bit version of Internet Explorer is not supported.

26.The administrator will not be able to remotely install OfficeScan client to Windows 7 x86 platforms without enabling the default administrator account.

To resolve this issue, please choose from the options below:

Note: Enable the Remote Registry service on the Windows 7 machine. By default, Windows 7 machines disable this feature.

Option A: Use the domain administrator account to remotely install OfficeScan 10.5 clients to Windows 7 machines.

Option B: Use the default administrator account:
a. Execute the "net user administrator /active:yes" command from the command console to enable the default administrator account.
b. Use the default administrator account to remotely install the OfficeScan client to the Windows 7 machine.
