Unable to add exchange account to IPAD

I have a user that can;'t add his Exchange 2010 email account to his new IPAD.  The message is "Unable to verify...".  I checked that the internet connection is working.  I tried every combination of username (domain\username, username@domain.com...) and I even compared the settings to another IPAD user that has the same setup information that does not have any issues connecting.  Is there a setting in Exchage 2010 that might be preventing the user from adding his email to his IPAD?

Does this user have mobile email enabled on the exchange side of things?
Have you tried using the connectivity tester for that user, to see if it completes that way?

Where do I check to see if mobile email is enabled?

Where is he trying to setup this from? By this I mean is he in the office for instance on a guest network? In our case users with iphones ipad type devices must be using the celluar provider network to access there mail inside the building with said devices. If they are connected to our guest wireless network it fails and we do not give these devices access to our regular wireless data network.

I would also check the account settings as weinberk suggested.
It is our own "Guest Wireless" connection.  To enable this would I need to make a change on my router or in Exchange?

2. Also check whether inheritance is disabled on the user:

Open Active Directory Users and Computers.

On the menu at the top of the console, click View > Advanced Features.

Locate and right-click the mailbox account in the console, and then click Properties.

Click the Security tab.

Click Advanced.

Make sure that the check box for "Include inheritable permissions from this object's parent" is selected.

It was the guest wireless.
