Should I be concern about loadin time increasing after changing wp-config file on a word press site?

I'm in a middle of trying to optimize the wp site the first step is I will try to improve the cache performance I want to add one of 2 plugin w3 total cache or super cache in I read about it and figured I need to add a few things to the setting first I didnt had any define(‘WP_CACHE’, true);
or advanced-cache.php.
Im testing the website performance  using pingdom and whenver im activate the WP_CACHE the loading time is rising in a few seconds.

my question maybe really stupid so Im sorry if it is!

oh OK  so if I want to test the changes Ive made Immedialtly there is anyway to do so?

Empty your browser caches now and test again

Im testing via pingdom and http://pagespeed.googlelabs.com not with my browser.
This is the best money I have ever spent. I cannot not tell you how many times these folks have saved my bacon. I learn so much from the contributors.

By caching on you mean that I added the define(‘WP_CACHE’, true) thats alone suppose to change someting in my site?

I installed w3 total cache but Its doesnt seem like it changed anything any suggestion on how to configure it?

You need to turn caching on via the plugin options and then there should be a config page where you tweak all sorts of settings.

I repeat: "What is Google telling you that needs to be fixed even with caching on?"

You usually see that with images on the page.  It's possible the plugin you are using isn't adding the expiration dates....

when I try to toggle it all  its resolve in The  has unresolved errors. Empty the queue to restore normal operation.

Switch to different caching plugin (WP Super Cache?) that doesn't generate errors.

but its because i can toggle everything its enable things such as cdn that need an extra installation.

I will just try to activate one option at a time (page,database,etc) and see whats happen.

the problem id that now there is a message that say:  The plugin is currently disabled  and I cant find where to activate it again do you know how to do it?

Ok jason so I enable the page cache and browsing cache within the plugin setting.
so its suppose to take a while before I see an Improvmant? (as for noe the page speed results are the same)

The plugin takes a little time to generate it's stuff, usually a few hours.

my suggestion before from page spped was :Setting an expiry date or a maximum age in the HTTP headers for static resources instructs the browser to load previously downloaded resources from local disk rather than over the network.
 and also The following cacheable resources have a short freshness lifetime. Specify an expiration at least one week in the future for the following resources:
and a list of resources.

so the instalattion of w3 total cache not suppose to solve those issues?

in pingdom my load time is up and there is no change ion the page speed results.

Again, try a different plugin to see if you get different results.
