Typically based on the identity authenticated the access control should be able to check based against the system access. But there is a web server and email server access control involved. Such policy should either be in one of these server based on identity and location (or protocol). If not, a separate entity will have to come in such as web content filtering gateway e.g. check tags on specific parameters to prevent outbound traffic etc. Just some quick thoughts
