Windows 7, 64 Ultimate! On my D drive, read only is being reapplied to files,
thereafter denying me rights to remove settings again. I am owner of folder,
full control on folder  is given to Me, Administrator & Everyone. My user is a member of administartor

I reinstalled and formatted the drive a week ago, copied my files back to a folder with full permission and reset all permissions on the files, and now efter a few days, i can not add new folders, delete files ect.
no one else have access to the computer!
any good ideas????

Try going to control panel.  Then Action Center.  Change user account control settings.  Slide the slider to never notify.  Click ok and restart the computer.
Try accessing with the Administrator account rather than just a member of the group.
I am assuming that D: is not an optical drive.

D is not optical....It's the 2 physical harddrive in  FS Amilo Laptop!
Try creating another account and copy your files from your backup.

Fixed the problem, but I still have no idea what has gone wrong!

Might be malware or windows policies issue.

Run a scan using malwarebytes.
