OWA not working on 2003

Hello, I'm running exchange 2003 sp2 on windows 2003 server.
Everything was working ok until yesterday until a power failure caused the server to shut down.
When it was back up, we couldn't log into OWA or OMA..

http://mail.eggster.com/exchange or http://mail.eggster.com/OMA return a

Service Unavailable

message. I tried some KB articles to no avail.
At the same time I'm also experiencing .Net errors and had to force uninstall all of my .Net framework packages but cannot load them back anymore, do you think these issues could be related? what would you suggest that I do?

- As it is Exchange 2003 the url is http://mail.eggster.com/exchange

- Are you able to access the OWA localy on the sevrer using http://localhost/exchange

- Check whether the IIS Admin and World Wide Web services are up and running.

- Check the application eventvwr for any errors
Yes they are related.  Can you access OWA localy (from the exchange server) localhost\exchange ?  

If not you need to reinstall .NET and possibly repair exchange.  Try getting .NET on there and if you can access OWA you are good to go.  If not you may consider opening a case with MS, this could be a long weekend...

get a UPS too :-)

Event 2214:
The HTTP Filter DLL C:\WINDOWS\System32\RpcProxy\RpcProxy.dll failed to load.  The data is the error.

Event 2268:
Could not load all ISAPI filters for site/service.  Therefore startup aborted.

An update: I just tried installing .net framework 4.0 but it failed, I'm attaching the installation log, please advise :(

- Do not install the .net framework 4.0 on Windows 2003 it not required.

- Do below steps:
1. ASP.NET 1.1, 32-bit version
2. ASP.NET 2.0, 32-bit version

I'm running 32-bit , but I guess you meant follow the article and sort out which commands you need? :)
Refer the mentioned article and take action for ASP.NET 1.1, 32-bit version and ASP.NET 2.0, 32-bit version
I did that but nothing changed, I still get the same error.
I repaired the .net installation using this guide here:

but that didn't fix things either. I guess I'll have to install .net 2 again?
What are events in application logs?
I still cannot install .net 2 , is it mandatory for OWA to run, or can I do with 1.1 instead?
