Email will only receive in Plain Txt. Not Outlook Specific

Things done to troubleshoot:

Outlook:

1)Verified that, in the trust center, outlook is not set to read all emails in plaintext
2)On an unused system, mapped outlook to that same accound. Issue persists.
3) Updates run. No dice.
4)Both settings (on the users PC and the test) are 1:1 the same
5)Can send HTML formatted emails to itself, but any coming from outside in has the ATTxxx.TXT
and the following code at the top:
Content-Type: multipart/alternative
boundary="_000_7773784AA91C654985055848029F45B3266921BD(domain)_"
Content-Type: text/plain; charset="us-ascii"
Content-Transfer-encoding: quoted-printable

Things checked in Exchange:
Exchange Features have been verified as being thus:
Protocols - IMAP4
Provide message body as HTML, rich text format unchecked
Protocols - POP3

There is a Barracuda in front of it. What settings would i be checking?

What version of exchange are you using? Did you follow instructions like discribed in the following atricle: http://www.msexchange.org/tutorials/Explaining-Exchange-Message-formats.html

AV disabled on local systems & DLL registered. Same results

Had to create another exception in USERS. Their exception list needed a major cleanup. Thanks for the point in the right direction!
