Files convert to all caps when saving to SharePoint 2010

I recently setup a SharePoint site for a Windows Small Business Server 2011 client and they are reporting that when saving a file to any library the file is converted to all caps.  Naturally I checked to make sure the caps lock is not on.  I did confirm that no matter how they save the file it does save the file name as all caps (e.g. when they type Test File.docx it publishes as TEST FILE.docx on the SharePoint library.  This is not a problem when logging in as administrator though, but how could it be a permissions issue?

I recently discovered that this only happens for documents that are saved as Office 2003 (.xls, .doc, etc.).
