Need to install cygwin-X to get X11 server/client on your Windows PC.
http://x.cygwin.com/

Open a X11-terminal from cygwin-X, type "xhost +" before you ssh login to Linux box.

Personally I'd rather recommend using xming on the Windows PC, then connecting to the Linux box via putty. Just make sure you have forwarded X within SSH. SSH uses port 22.

It's much simpler than using cygwin.

Personally, I use NX nomachine with resume feature (like VNC, but much faster and stable than VNC).
