Need Recommendation on Web Conferencing software

I'm looking for some free or reasonably priced web conferencing software.

These are my requirements:
MUST have:
 - SCREEN SHARING with these capabilities:
   - Be able to show entire screen, a selected portion, just one app/window
   - Be able to pass the presentation/screen sharing capability to any participant
 - Ability for room to be on at all times even without anyone in it
 - VOIP with these capabilities:
   - Moderator able to mute anyone to prevent all participants from hearing them
   - Each participant able to mute any other participants
   - Participants able to use push-To-Talk or Voice Activated
   - Multiple participants able to speak at the same time (even talking over each other in case it happens)
 - Text Chat
 - VIDEO with these capabilities:
   - Moderator able to  turn any participants camera on/off to prevent all participants from seeing them
   - Each participant able to select any other participants to watch
   - Each participant able to turn their own camera on/off
   - Ability to see multiple cameras on the screen at one time
Architecture:
    - Be server based (ie client-server as opposed to peer-to-peer as I don't want to have 50 people sucking up the upload bandwidth of the participant currently doing the screen-sharing)
    - Be able to have at least 10 participants on at one time
 - SECURITY:
    - Individual userids and passwords
    - Group/Room userid/password
    - Moderator be able to boot any participant from the room at any time or block their entrance into the room
 - COSTS:
   - Preferably Free ;), but will consider monthly rental.  Would also be nice if I could host it on my own hosted server even if it requires buying the software (but open source would be preferred in that case)
   - Pay monthly on a per room basis NOT on a per participant basis

LIKE to have:
 - Ability to have presenters video and screen sharing on the screen at the same time
 - White Board
 - VOIP phone dial-in
 - user to user instant messaging or private text
 - Have the person currently talking have their video highlighted and/or in the prime position
 - Have the person currently talking have their name highlighted and/or in the prime position
 - Run on an iOS and androidOS for participants
 - Session Recording
 - Time tracking on a participant basis
 - Logging of participants entering/leaving
 - Ability to charge participants for time logged in and/or require prepayment for a session/day basis
 - Logging of main text chat
 - Pushing of web links
 - Separately Detachable windows for Video, Text Chat, Screen Sharing, User List
 - Be able to scale up to 500 participants for occasional events without having to pay monthly for a huge room, just extra for the individual event scale-up.

Any suggestions?

Uh, it seems you're know what you want, but it's a pretty complex list indeed... On free licenced base it's probably impossible to implement all these features, but the main problem is the client on the participant's computer. There's an impossibly comlpicated trust-relation-firewall-secpol configuration needed to access everyone-to-everyone with these full-access to other computers multi-video-chat thingy. I think there's nothing you can have, or combine to get all these features. You have to cancel these (or a few of them) things from the list, because they're "cross paradoxing" each other, if there's a word like that:

"Be able to show entire screen, a selected portion, just one app/window
Be able to pass the presentation/screen sharing capability to any participant
Each participant able to mute any other participants
Moderator able to  turn any participants camera on/off to prevent all participants from seeing them
Ability to see multiple cameras on the screen at one time"

If you cancel these, then maybe in free based, there are some software available, but you have to use them with plugins, for examle
