DHCP on my second domain controller is not pushing IP's to PC's.

I added a new domain controller.  I removed DHCP from old server and installed it on new domain controller.  It is not working.  both servers are Windows server 2003 R2.
Any help will be appreciated?

Did you authorize the new domain controller? Is it setting on the same network as your old DHCP server?

How did you migrate DHCP between the servers ?
