Where is my customize ribbon in Word 2010

Refer picture, the customize ribbon is not there in my word. Do i need to purchase the word license?

I want to get to the developer tab to deactivate the protected form fields.

Uhh..  You are close..

Go down to: 'Customize Ribbon'
On the Right Side..  Keep it set to 'Main Tabs'
Tick (select) the checkbox for Developer..
Click OK

And you should be set.

You may have had a policy (GPO) set on you to not be able to change the ribbon..

Hello, you don't need the Developer ribbon to unlock a form. You can use the Review Ribbon, last icon on the right: "Restrict Editing". It's the same command.

Why do you have Word and not a license???

It seems that there are restrictions for you to customize the ribbon. But to desactivate the protected form fields just go to :
File > Info > Permissions > Restrict Editing
