Upgrading from Vista Business to 7 Home Premium

When upgrading from a Dell Latitude D630 running Vista Business to Windows 7 Home Premium I run into an issue. It is telling me to upgrade using 7 Professional, 7 Ultimate, or 7 Enterprise or do a custom install which would be like do a full install but it would rename my windows folder to windows old and I would lose all my programs. I tried it that way but the hard drive is only 80 gb and the windows old folder is almost 20 gb, So I deleted the windows.old folder to give me more hard drive space. Now when I go to control panel and to add remove programs there isn't many programs there. How do I install the programs? I have the Dell Vista cd with the programs on it.

According to Microsoft here http://windows.microsoft.com/en-US/windows7/products/upgrade, you cannot "upgrade" from Vista Business to Windows 7 Home Premium. You MUST perform a clean install.

The Dell Vista CD most likely has the programs pre-installed into a factory restore CD. This means you can restore Vista to the laptop with the programs already installed. This also means they are NOT accessible for install into Windows 7. You must download or find install media for any programs you wish to add to Win7 after the clean install.
