Client take long time to receive IP from DHCP server

I am trying to configure DHCP server on Linux.

If I connect laptop to our existing DHCP server which runs on MikroTik, it takes less that 5 second to get IP address.  But when I switch the cable back to my Linux DHCP server it takes almost 1 minute 15 seconds for client to get IP address. Both client and Linux DHCP server runs on single switch, no router in between.
And if I connect laptop for the first time, it will get 169… rang, I have to type ipconfig /renew. To get IP address, or restart DHCP server.

Any Idea why it takes that long?

Why do I have to do all that, this only happens with Linux DHCP server. If I connect it back to MikroTik DHCP server it will get IP address right away without having to type the commands you mentioned above.  I mean It gets IP address from Linux server but takes a log time?

The Dynamic Host Configuration Protocol (DHCP) is an auto configuration protocol used on IP networks and an extension of the Bootstrap Protocol. DHCP allows for computers to be configured automatically to communicate with each other over an IP network without the need for manual setup by a network administrator. The implementation of DHCP relies on a DHCP server to hand out network configuration information to DHCP-capable clients that request an IP address (and other information required or useful in communicating with other devices on an IP network). In addition to an IP address, common configuration information served over DHCP includes a default gateway, subnet mask and DNS sever(s).
