When I try to open my CD ROM drive this message pops up,"This operation has been cancelled due to restrictions in effect on this computer".PC is on the domain and applies group policy. I wanted to access the CD ROM drive only. How could I enable it again??

Have you contacted your network admin to see if a group policy has been put in place? otherwise what have you installed/removed lately.  There appears to be a similar problem around hyperlinks for people who have installed and removed the Chrome browser.

nothing was installed/remove lately. Just that when other  users logs in they are able to open the CD ROM drive and access content but not me. The policy is in place but does not restrict us from using the CD drive. Could you tell me if the is a way to enable it it the gpedit.msc ot regedit? Run, manage,control panel are disable coz is part of the policy..
right click my computer>click manage>click disk management in storage option>right click the cd option in the right pane>change the letter of the cd drive>close dialog>restart and see if this helps

another options is to:

run >type gpedit.msc>user configuration>administrative template>windows components>select windows explorer>go to where it says "hide these specified drives in my computer">right click >go to properties>check if it's configured>change it >close>restart
