SBS would have to see 4 different fax devices.   4 is the max SBS will allow.  but if it sees 4 fax devices in the Fax Server/SBS Console, then you can route each one to a different email address

Is 4 devices the same as one card with 4 numbers bound on it?

No...SBS Fax Server must see four unique devices (and 4 is the max) each with it's own number and then you can specifiy unique routing of faxes for each device.
if you used a card such as a Dialogic Diva Server, you can configure the card so that each MSN/DDI routes to a "virtual modem" and then use Windows to route the faxes received on that virtual modem to a specific address.
