How long would it take for an expeirnece front end developer to create something like this?

These are already HTML files and the code is already in place. Not sure what else you were planning on putting in there.  

In all honesty it could take anywhere from 5 minutes to 5 hours. It just depends on a lot of different things. Like:

And that's just a top-level overview.  There could be a lot more we're not even seeing. There are some
experts, like myself, who are available for hiring in scenarios such as this.  

This is supposedly a med-Sr. front end developer, contractor.  He previiously did a mock shot using photoshop for us.  He then claimed 3 hours for the images work prep for using in html file.  The first html file he claimed 4 hours.  The 2nd one he claimed took 7 hours.  To me, this seems un-reasonable.  Maybe in total 4- 8 hours for a mid-sr developer, max.  Does this sound about right?

Isn't there an export utility from Photoshop to html?  doesn't that come with CSS already?  If not, then he did the CSS and the html.  What would be a reassonable hours to take to comoplete this?  Thanks.
