DCrats--
it dosent work with the software we use
What doesn't IE9 do? That may help diagnose the problem.
Reinstall IE9 from a newly freshly downloaded copy (using another PC if needed).

To install either IE8 or IE9 run System Update Readiness Tool first

For the future--Maybe you uninstalled IE9 incorrectly.  Is it right that the PC had IE8 on it before you installed IE9?  In that case you uninstall from Control Panel |Programs and Features|View Installed Updates and look under Microsoft Windows section "Windows Internet Explorer".

It dosent work because the company that supplied the software says it does not.- not ready yet.
It HAD IE 8- the user clicked the "you have new updates" and instlled it without asking
I removed IE9 by unchecking it in th ewprog/features area in control panel
i have rebooted

Just to ensure that we are absolutely clear on the correct terminology, the correct path to properly remove an IE9 upate is as follows:

Control Panel -> Programs and Features -> View Installed Updates (on the upper-left)

Scroll down until youfind Windows Internet Explorer 9.  Highlight and click the Uninstall button.

As an alternative, you can open a command prompt with elevated privileges and execute the following:

FORFILES /P %WINDIR%\servicing\Packages /M Microsoft-Windows-InternetExplorer-*9.*.mum /c "cmd /c echo Uninstalling package @fname && start /w pkgmgr /up:@fname /norestart"

Open in new window
