Hi,
I am having trouble installing wordpress manually. I keep getting a smarty error saying it cant read the resources when I try to go to the install.php. Please let me know what information you may need to help me out. Thank you for your time.

That's...weird.
WordPress doesn't use Smarty out of the box. Are you attempting to install this inside of an existing site?

Yes, the existing site is edsaplan.com . It is fully functional flash website, I am trying to add a wordpress blog directory. It should read edsaplan.com/designmatters when you want to view the blog.

Any further suggestions? Could it be the wp-config.php, the upload, or the flash site that is currently built under the primary domain?
It's not the wp-config file for this error. What's going on is smarty is trying to display a 404 error page when you try to access install.php
This indicates that smarty is running where it shouldn't be and/or the WordPress installation isn't where you think it is. Since all I get are 404 errors when I try to get to WordPress it's kind of hard to test theories :)

I tried loading a different .php file and access it through the url and I got the same error. i have attached some images of the cpanel file manager. The first image is the root folder. form there it will not allow me to create a directory in the root so I add a directory in the /httpdocs/ folder shown in the second image called design matters. the third image is the contents of the /designmatters/ folder. hope this helps.

Try installing the file to the public folder.

I am using media temple's dedicated virtual 3.5 for the host, uploading using filezilla to there plesk 8.3.0 control panel. The website is edsaplan.com and the blog is in a subdirectory /design matters/ (www.edsaplan.com/designmatters/wp-admin/install.php). For some reason in the host I was forced to put the designmatters in an httpdocs folder, it would not let me add the /designmatters/ directory directly into the root. So it may be edsaplan.com/httpdocs/desi
