Adobe Dreamweaver CS5 will not open on PC for user

On 1 x notebook PC running Windows XP SP3 only, I have an issue where a user cannot get Adobe Dreamweaver CS5 to launch.  When attempting to do so by either double clicking on the desktop shortcut or through the start menu method, nothing happens.  
However, if I right click on the desktop shortcut, choose "Run As" and enter a local administrator username and password, dreamweaver launches.  You would therefore think it's a permissions error wouldn't you?  BTW, the user in question already has admin rights.
So far, I've tried:
1. Giving the user full control of all Adobe & CS5 & Dreamweaver folders - didn't help
2. Re-creating XP user profile by naming the old profile .old - didn't help
3. Deleting the CS5 dreamweaver folder and it then re-creates itself - didn't help
4. Installing CS5 Dreamweaver update from Adobe site - didn't help

Pretty stumped here, anyone else got anything to try?

Uninstall CS5 and then run the CSClean script from Adobe and then reinstall:

Try running it in compatibility-mode and check the "Run as Administrator" box.

Tried Jason1178's tip but it didn't help - still doing exactly the same thing.  When I attempt to launch Dreamweaver, I can get as far as the Dreamweaver splash screen appearing then it quickly disappears and nothing else happens.

Okay, I just saw this on a friend's Win7 computer too.  Apparently, the CSClean script is not full removing all Adobe references from the registry including the licensing checks.  The licensing check was what was failing on his machine so it might be the case with yours too.

Try the steps again, but also manually remove Adobe keys from the registry (backup the registry first!) and then reinstall.

Jason1178 - tried your steps again inc. manually removing the Adobe keys from the registry then re-installing but still the same issue is occurring which is:

- When logged in with as local or domain admin Dreamweaver CS5 starts fine
- When attempting to log in as a different user but still with local admin rights, the dreamweaver CS5 splash screen shows briefly then disappears and the program does not launch.  
There are errors in the Event Viewer which state:  "Faulting application dreamweaver.exe version xxx faulting moduleupdaternotifications.dll version xxx fault address xxx "

Fixed it with my own research by following this link - the 1st step fixed the problem straight away:

Looks like the updater.dll was the issue.  Once replaced, DW CS5 launches every time.
