Multi Language 2008 Remote Desktop

I am speccing a 2008R2 server for Remote Desktops Services. The server will be based in the UK but its main purpose is serving users in Brazil.

I need the desktop to be in Portugese for the selected users and English for everyone else.

Is this just a case of installing language packs onto the server?

It has plenty of information to be called an "answer", it was just abandoned by the OP.
My reply not only tells him how to easily set the language to be "in Portugese for the selected users and English for everyone else" (use group policy, with a link to TechNet), but goes further than that and gives info about latency and performance given the significant geographic separation of the users and the server.
Abandoned questions (and thus lack of reward) is one of the reasons I am not giving my knowledge & experience away for free on this site any more. Sorry!
