Disable "Automatically update e-mail addresses based on email address policy"

hi, i need to disable "Automatically update e-mail addresses based on email address policy"
or remove the check box
For all new users how can i do this?

If you want to manually configure email addresses on users and never have them be affected by applying a policy, it's best to go to the Email Addresses tab and clear the "Automatically update e-mail addresses based on recipient policy" checkbox. Once you do this, the RUS won't touch that user's email addresses even if you apply the policy. This is another operation that can be automated for a large number of users by using ADModify.

i have this solution, you can also run this exchange command:
get-mailboxdatabase -identity "server\first storage group\database" | get-mailbox |set-mailbox -EmailAddressPolicyEnabled:$false

My problem is that my Default policy creates an Email address on new users, we need the checkbox to be cleared from the beginning on all users, because we don`t want exchange to create any email addresses because we create the users in a different system with email address and import them to Active directory/exchange.
