Exchange email migration

Hi, we are planning to migrate exchange emails, old server sbs 2003 has some of the mailboxes around 10-12GB, Exmerge is not going to help higher than 2GB. What's the best way to migrate mailboxes bigger than 10GB. In past i have imported into PST and exported, and sometime archived to reduce the size below 2GB to exmerge.
New server SBS 2011

Microsoft has documented a series of steps to follow for the complete 2003>2011 migration. They do recommend exporting what you can to PST Just to keep the size of the mailboxes down to speed up the migration.
