pppd does not start

Hello, I am trying to use my USB data card modem to connect to internet. but what I see that it doesn't start at all and keep waiting forever then it gets killed.

wvdial.conf file:
[Dialer bsnlnet]

Stupid Mode = 1
Modem Type = USB Modem
ISDN = 0

Modem = /dev/ttyUSB1

pppd process:
