Please wait for the Group Policy Client....
The above message from my DC stuck for about 30 mins, each time the DC is rebooted.
I dont' remember configuring a policy such.
Any clue what might be causing the problem?

Is this the only DC on your domain? Is this a new DC and has it been happening since the DC was installed, or is it an old DC that has been working but you just recently started getting this message? What DNS server is this DC pointing to, and is DNS AD-integrated or not? Is the time clock on this DC synchronized with the domain?
Sounds like the setting "always wait for network" is enabled in a GPO.
Run the command rsop.msc and expand all settings you should see which policy is applying this.
