IBM SAN DS3512 is not a virtual tape library, you can use it as a backup to disk folder though. http://www.symantec.com/business/support/index?page=content&id=TECH116704 tells how to create and use B2D. To avoid fragmentation use the advanced option to assign the full size to the B2D files on creation (forget exact wording).

How can I configure virtual tape library. What are the requirments.

The requirements for a virtual tape library is to go out and buy a virtual tape library!

You could use software VTL on a servr with your IBM SAN storage box attached to it, e.g. http://www.starwindsoftware.com/starwind-vta?gclid=CJbPw5D59qoCFeUmtAodP3FyIg
