create UDF to concatenate multiple records from table

I need help creating a UDF to select the top 3 records and concatenate their values. This is for MS SQL 2005

My table
ID          Comment
0            T
0            h
0            i
0            s
1            a
1            b
2            a
3            a
3            b
3            c
3            d

So if i passed in ID 3 it would return
'abc'
or if i passed in ID 2 it would return
'a'
