Hi,
As per http://www.codetwo.com the definition is as follow: CodeTwo Exchange Rules 2003
enables centralized management of signatures and company disclaimers in email messages sent via Microsoft Exchange and Small Business Server. CodeTwo Exchange Rules 2003 will help you keep a unified and professional look of user signatures and will enhance the visual corporate identity of your business. At the same time the application will make your company mail in keeping with the current legal regulations.
And you can have a look at the user guide by going to: http://www.codetwo.com/pages/products/exchange_rules_3.0/userguide/v.3/intro.htm

In exchange 2010 you can set this up in the GUI.
You can use one of the following two methods using VB Script within exchange 2003:
http://support.microsoft.com/default.aspx?scid=kb;EN-US;317327
or
http://support.microsoft.com/default.aspx?scid=kb;EN-US;317680
or
you would have to purchase a 3rd party tool like CodeTwo

I would suggest that you use the script method as mentioned above:

You may want to look at Exclaimer Signature Manager or Exclaimer Mail Utilities, they are easier to setup and configure then CodeTwo Exchange Rules.
