Starting a project - django-admin not working

OK,
Yesterday I managed to install Python 2.7 and Django on my laptop (Windows 7).  I am now ready to start a project.  But when run (at command prompt)

  django-admin.py startproject myproject

No project is created, and I got the error:

This file does not have a program associated with it for performing this action. Please install a program or, if one is already installed, create an association in the Default Programs control panel.
=====

How do I create an association and where is the "Default Programs Control panel"?

Note: My path variable includes c:/xampp/Django/django/bin/  which contains django-admin.py

OK,
Taking some hints from the web, I select "open with" on a *.py file and choose Python.exe.

When run python-admin.pl with startproject subcommand,  The response I got was the help page for python-admin.  Seems like I am on the right track.  At least no error.

The question now is, "how" do I select the default program?  choosing Python with some flag?
Help would be greatly appreciated

Shouldn't things like associated default program be defined during Python installation?????

try the command
python django-admin.py startproject myproject

Note that python should be in your %PATH% variable else use the full bath to the python bin.
