MS Word 2007

I am looking for a way to turn off  Track Changes or not display them when the Word document loads .

It seems that once track changes is turned on it is always on even if I use "Save AS" and rename the document to a new document.

I want the document to open to the Final or Original format when I load the document to the screen and the side panel connect to each page of the document to not be there. Is this a setting that I need to change somewhwere in MS Word.

By design, renaming or saving-as does not change the document. There is a full set of Track Change options in the Tracking group on the Review tab.

I have not tried this ... but give it a shot ....

Create a new blank document

Import your existing document and see if the track changes is empty
INSERT > OBJECT > OBJECT > Microsoft Office Word Document

Tell me, does this occur even if you create a new document, in all documents you receive from everyone, just documents you receive from certain sources or all documents no matter what the source?

See my post which deals with removing the display and also where to put the code to always take the action for a given document ... put it in the thisdocument code module.

To do it for it for all do the same but in the .dot file.

The suggestion by Chris bottomley led me to a soultion using a macro.  I am fimiliar using VBA in MS access and Excel but unfinilar on how to integrate this code as explained by Chris in his solution. His coding solution allowed me to think of how to do what I needed with a macro.
