Use a secondary domain controller at a different site for user logins?

We have two sites, A & B.

Each site has 1 domain controller.

How do i configure it such that if the domain controller in site A is down, users will still be able to authenticate with the domain controller in site B, and the inverse as well?

site A is a 2003 R2 DC, site B is a 2008 R2 DC
