Flash Global Security Settings Panel

I need to enable Flash content in a folder on a shared network drive. On my "outside" network I have done this through the (web-only) Global Security Settings panel. However, I need to make Flash content visible on an "internal" network that does not have internet access. Does anybody know how this can be done? If there is some action a LAN Admin can take I'd like to know what it is so I can clue them in. This is not a question that has come up previously AFAIK, and I don't know how Flash is administered on our LAN.
