Disable Colleagues on User Profiles?

How do I disable Colleagues on User Profiles within SharePoint 2010 so users do not see the link to "Add as a Colleague"?

I already know how to hide the tab on Profiles, but not how to disable this functionality on other pages (profiles, search, etc).

Based on the permissions description for "Personal Features", I'm wondering if there is a hidden Feature for Colleagues to turn on/off:
