Deleted Folders Reappear

I have 2 folders on my desktop that no matter how many times I delete, when i reboot sometimes they reappear. How can i resolve this

Do you have any programs or toolbars, etc. that are set up to use those folders?  If so, the OS might recreate those folders when your pc starts.

Dont think so, the folders are empty.
The problem mostly happens because of the above type of situation.  For example, see this web page:

If on a business network. could be a Roaming Profile.....

Click Start>Right Click "Computer">Properties>Advanced system settings>User Profiles, and see if your UserID is set to local/Roaming.....
Close all apps and then run this fixit.

Reboot computer and then check.

It's not on a business network and I cant find any apps that would use this folder.

I ran the MS tool, i'll keep you posted thanks.

MS tool didnt help. I cant find any programs that would use these 2 folders.

Any other thoughts?
Put the computer in clean boot mode and then try to delete the folders.

Clean boot process

Start-type - msconfig- click on startup tab- click disable all...then click services tab- put a check on hide all microsoft services ...and then click disable all....click ok and then restart the computer in normal mode.

If everything works fine in clean boot then enable five startup items and services at a time to find the faulty software.

Already disabled items on startup.
I've attached a screenshot of the 2 folders. There is nothing inside of them.
