SharePoint Logging

I was asked by our security team if SharePoint is capable of logging when someone access a file. For example, we have a site with a word document test.docx uploaded in Shared Documents. If a userid of scrosby opens that file I want it to log scrosby accessed test.docx on 8/11/11 at 7:15am. The reporting doesnt have to be word for word but something of that nature. Does anyone know if this is capable?

Also, I want to do this across all my sites, not just one specific site. Can this be done at the server level?

If you are skilled in PowerShell, you could automate this across all sites.  But there is no setting in Central Admin to globally enable.
