Computer Configuration GPO didn't push to all computers on Server 2008R2

I created a Computer Configuration GPO that placed a shortcut on everyone's desktop. What I've come to realize is that not everyone received the link. When I do a C$ for some of the pc's, I notice that the shortcut is in the All Users Desktop Folder, but not in the individual user's desktop folder.

Can someone help me figure out why my GPO didn't filter through to everyone?

I was able to figure it out.
