group policy restricted to computers only

using group policy on Active Directory 2003, I would like to create a policy that would restrict things like desktop themes and wallpaper that would only apply to a group of multi-user laptops. there are only 5. Users would be able to log on with their regular AD IDs but would have more restrictions placed on these computers. I have created an OU, placed the computers in the OU, created and linked the policy. No users were placed in this OU. obviously, it did not work using these few simple steps. first, can this be done as explained above, and if so, would it involve blocking the inheritence? ETC.?

Your policy must configured in Computer Configuration. So your policy only affect your computers.
