Connection Refused Cisco 2960S SSH
I can ping this switch but I keep getting "Connection refused by remote host" when I try to connect to it via SSH.  The vty 0 4 config is identical to another switch that pings and accepts SSH.  Both switches are configured "no aaa new-model".  Is there a debug that might give me a clue as to what I could be missing?  Something that would debug the ssh session connection attempt?

Do you have "transport input ssh" on the "line vty 5 15" section?

Give the man a cookie!  Thank you much.  I received two Cisco 2960S switches.  The first did not require regen of the key and SSH just worked out of the shoot.  The second one needed the regen.  Much appreciated!

I would command that I did not need to add "aaa new model" however.  That remained off as I am just using local auth.

A switch is a device that filters and forwards packets of data between LAN segments. Switches operate at the data link layer or the network layer of the Open Systems Interconnection (OSI) Reference Model and therefore support any packet protocol.
