on there is a second step too:
In the EMC tool:
1. Goto Server Configuration
2. Select "Client Access"
3. Select your CAS server
4. In the lower middle pane, choose "Outlook Web App" tab
5. double click on "owa"
6. Goto to Segmentation tab
7. Disable the feature there as well.

After further review, you only need to do "Step 2" ..
the first step is to setup default policy for a more granular level like applying the policy to specific Mailboxes.

NP! Are you able to delete your comments? This way, people on here don't get confuse. Thanks!
We are looking for something with "scripting Agent" I've seen a few posts but nothing with disabling all four features.

Scripting Agent has already been enabled. We have two 2010 exchagne boxes and both have the same xml files. One for mailbox database and the second is our CAS.
